
Governor Babagana Umara Zulum of Borno State has pledged to deepen reforms in the state justice system through close collaboration with the Federal Government, the National Assembly, the judiciary, and development partners.
Speaking at the 2025 Justice Sector Leadership Retreat at the International Conference Centre of Musa Usman Secretariat, Zulum highlighted the role of technology in improving access, accountability, and efficiency in justice delivery.
He said: “In Borno State, digital tools have enhanced case tracking, enabled virtual court sittings, decongested prisons, and improved access to legal aid in hard-to-reach areas.”
The governor stressed that justice is key to rebuilding trust and restoring the social contract in a state recovering from insurgency and humanitarian crises.
He also urged institutional collaboration to address terrorism, corruption, land disputes, and investment security.
Attorney General and Minister of Justice, Mr. Lateef Fagbemi SAN, praised Zulum’s people-centred leadership and the e-Justice project in partnership with Law Pavilion.
“Borno under your leadership has become a case study in resilience and renewal. Governance is about solutions, not slogans,” Fagbemi said.
The retreat, themed “Strengthening Justice Sector Service Delivery through Technology, Innovation and Co-ordinated Reform,” was attended by top federal and state officials, including Senator Kaka Shehu Lawan SAN, APC State Chairman Hon. Bello Ayuba, NDLEA Chairman Brig. Gen. (rtd) Buba Marwa, and the State Attorney-General.
Fagbemi urged a nationwide update of legal frameworks to support digital reforms and called for investment in digital literacy, cybersecurity, and data management for justice professionals.
