Tinubu Launches $3.05bn Investment Programme to Tackle Poverty, Boost Education, Healthcare

President Bola Ahmed Tinubu has launched a $3.05 billion investment programme aimed at lifting millions of Nigerians out of poverty through improved education, healthcare, governance and community development.

The initiative, unveiled on Thursday under the HOPE (Human Capital Opportunities for Prosperity and Equity) programme, comprises five major interventions designed to strengthen Nigeria’s human capital and accelerate inclusive economic growth.

Among the flagship projects is HOPE-EDU, a $552 million education programme supported by the World Bank and the Global Partnership for Education.

The initiative is expected to improve learning outcomes for about 29 million children, support more than 500,000 teachers, and benefit approximately 65,000 public schools nationwide.

Other programmes launched include HOPE-PHC, which targets improvements in primary healthcare delivery; HOPE-GOV, aimed at strengthening governance and public service efficiency; the Sustainable Power and Irrigation for Nigeria (

SPIN) project to expand irrigation and energy access for agriculture; and a Community Resilience Programme to support vulnerable communities and enhance livelihoods.

Speaking at the launch, President Tinubu described the initiatives as a strategic investment in Nigeria’s future, saying they would improve access to quality education and healthcare, create economic opportunities, and build resilience against poverty and climate-related challenges.

He stressed that the programmes align with his administration’s Renewed Hope Agenda and called on state governments, development partners and other stakeholders to ensure effective implementation.

The Senate also pledged legislative backing and oversight to ensure the successful execution of the programmes.

The combined investment of about $3.05 billion represents one of the largest coordinated human capital development packages introduced by the Tinubu administration since it assumed office.
